Q: Can my district offer the 21st Century series to non-public schools within the districts to meet the obligations of Title II.D at no cost to my district?

A: The course is free to participating districts for all teachers who are eligible to receive Act 48 hours and have a PPID. This includes a local district's non-public Pennsylvania Certified teachers and allows them to participate in a study group through the participating district at not charge to meet the Title II. D obligations. Districts should remove the non-public learner from their division after the course(s) is completed. There is a fee for manual account creation if a non-public or public non-certified teacher wishes to participate in the series.

 
Q: Must all principals in a high school take the first course?

A: Large high schools with more than one principal may initially select representatives from the administrative team to meet the requirement. It is strongly encouraged however, for all members of the administrative team to participate over the four year period.

 
Q: Are facilitators required to also enroll in the courses as learners?

A: For compliance purposes, if you facilitate a course, it will satisfy the CFF requirement for that course. Facilitators do not need to be both a facilitator and enrolled as a learner.

 
Q: Will Act 48 hours be automatically reported for facilitators?

A: No, but the district may under the current Act 48 guidelines submit the Act 48 hours on behalf of the facilitator. This can only be submitted once per course. If a facilitator facilitates the same course twice, the second facilitation would not be eligible for Act 48 hours.

 
Q: How many courses are required to be taken under the requirement?

A: Each teacher listed in the grant has to complete a course for each year of the grant. The first two courses in the series are mandatory and other courses are the district’s selection from the remaining courses in the series. Districts are encouraged, however, to have their teachers complete the entire series.

 
Q: Can a district contract for the role of study group facilitator?

A: It is a district decision whether to use in-house facilitators or to contract for qualified consultants to facilitate the study groups. LSI will provide qualified contact facilitators to districts seeking this option. Local intermediate units may also be a resource. Districts may be able to use their Title I, Title II or school improvement funds to support either release time for in-house facilitators or contract facilitators.
